Puppets are limited to ninja from Sunagakure only.
Genin: will only be allowed to use 1 puppet, maybe 2 depending on how much stamina that genin possesses.
Chuunin: will be allowed to have up to 3 puppets being used at the same time. Since Chuunin are stronger then Genin, therefore having more stamina, they are allowed 2 for a normal chuunin, and 3 if the character has a high amount of stamina.
Jounin: will be allowed to have up to 4 puppets in battle at the same time. Elite jounin will be able to use 5 at a time. Regular jounin with high levels of stamina will also be able to use 5 puppets at a time.
Missing-nin: will be allowed to have up to 5 puppets, depending on how strong the missing-nin is. This one pretty much follows that of the previous three. It all depends on how strong the Missing-nin is.
Akatsuki/Sennin: will be allowed up to 10 puppets being used at the same time, one per finger. Minus the exception of Sasori, who can use 100 puppets at once if he so pleases. Sennin being very highly powerful shinobi will be able to use up to 10 due to the extremely high amounts of stamina that they posses.
Puppet stats are not used in Naruto RP because of the fact the puppet's ability truly depends on the Puppeteer overall. Stamina and stat points of the character will determine mostly how much skill is involved in the Puppet.
