We will be using the official data book stat system, including, Ninjutsu, Genjutsu, Taijutsu, Power, Intelligence, Speed, Stamina, and Seal Knowledge. Of course, all of these stats will effect you while in a battle, some may even affect how your character acts. For example, Naruto's characteristics of saying what's on his mind without thinking things through, would be apart of his somewhat 'low' intelligence.
Genin: The highest that any one stat can be for a user created genin, is 10. Unless you have a very good profile, including how that genin is a genius and how it specializes in a certain area, then and only then will a user created genin will have a stat above 10. Most canon characters will more than likely have some certain stats that are above 10, perhaps even chuunin rank.
Chuunin: 20 will be the highest level for any one of a Chuunin's stats. Unless that chuunin specializes in a particular area, but it will result in a loss in the opposite aspects that the Chuunin does not specialize in.
Jounin: 30 to 40 will be the highest level for any one of a Jounin's stats. Unless that jounin specializes in a particular area, but it will result in a loss in the opposite aspects that the Jounin does not specialize in.
ANBU: Since ANBU members differ from Recruit which is about Chuunin rank, all the way to Captain, which could very well be at Elite Jounin rank. All of an ANBU members stats will be at least 20 overall, with a maximum of 45. Some could be stronger than Elite Jounin, since they are the ones being sent out on S-ranked missions.
Missing Nin: A Missing-nin's stats can be anywhere from the same as a genin, all the way to 50, but it will have to be a very powerful Missing-nin with a very well written profile.
Akatsuki: Since all of the members of the Akatsuki organization are all S-ranked Missing-nin, I figured that they should have their own category for stats. These stats will be decided on the admin/mod firsthand, and perhaps even discussed between the staff. Being as some members of the Akatsuki are weaker than others, there stats will need to be discussed to arrange them carefully to fit that order. The lowest possible stat for any member of the Akatsuki organization will be 40, and the highest could be all the way up to 60.
Sannin: Seeing as the three Sannin are some of, if not the strongest shinobi that there are. Their stats will be no lower than 45 and no higher than 65 to begin with.

Okay to start out, most of the time Admin and Moderators will give out close to the minimum stat points for that certain ranking. Though depending on your profile, you will usually get a certain specialty in a certain category of stats. Lets say your a genin, the maximum stat points are up to 10. We will probably give you a stat range from 4 - 6 for each of the stats. This is done so that there is development in the character's skill as well as experience after role-play.

When adding stats, choose wisely. When Admin give you stats, they give you your strengths and weakness'. When you add stats you should continue to remember your strengths and weakness'. For example, if an Admin gives you a high number in strength and a weak number in chakra, remember that your is focused on strength. Admins will notice if you spend all your points on chakra just to kill this guy that has higher chakra than you.
